Because amputation is a major surgery that can have serious complications. If there are other health concerns undergoing such a medically un-needed operation could end very very badly. Some wheelchair users have some use of their legs but prefer to use wheelchairs when outside their home as it lets them have better mobility. Legs are important for sitting and posture. I am an amputee and I notice a huge difference between sitting with my prosthetic leg on and having it off. Even if you cannot walk with them legs can serve a purpose.
